Small Mercy marks doubt two ways — a dotted underline means it isn't sure it heard something, and a highlighted block means it heard it but couldn't place it.
Anything the consultation didn't cover is marked [not stated] rather than filled in with plausible text, and safety-critical gaps are flagged for you.
